VINTON WOMAN LOADED WITH NEGLECT AND NONSUPPORT OF A DEPENDENT ADULT – Information

The Vinton Police Department has filed charges of persistent abuse and neglect of a dependent adult against a Vinton woman. Rachel Kay Bonar, 41 years old, was previously the guardian of a dependent adult between September 2001 and October 2019.

An investigation was opened in February 2019 after Vinton Police were contacted by the Iowa Department of Human Services. That investigation found that Bonar had neglected the dependent adult, in part because he failed to ensure that the dependent adult received necessary medication and medical appointments, resulting in an emergency hospitalization for the dependent adult. Investigators also found evidence of the misappropriation of the dependent adult’s money by Bonar, who was in control of the dependent adult’s bank account.

Bonar was charged with the following offenses;

1) Dependent Neglect (Class C Crimes), Section 726.3 of the Code of Iowa

2) Failure to assist a dependent adult (Class D crimes), Section 726.8 (2) of the Code of Iowa.

Bonar was already being held in Benton County Jail when these new charges were filed. She was booked on February 21, 2020 on the new charges. She continues to be held in Benton County Jail on a $ 15,000.00 bond from new charges plus $ 1,300.00 from previous charges.

An arrest or criminal charge is just an accusation and the accused will be deemed innocent until found guilty in a court of law.
